Dr. Oliveira serves as the inaugural Vice Provost for Academic Innovation at Michigan State University, where he provides strategic leadership for initiatives that advance academic excellence, educational innovation, and student success across the institution. In this role, he oversees efforts that integrate educator development, digital learning, educational research, learning analytics, and professional education to strengthen teaching and learning experiences for students, faculty, and lifelong learners.

With more than 30 years of leadership experience in higher education, Dr. Oliveira has built a distinguished career at the intersection of academic innovation, information technology, learning analytics, and organizational transformation. He is recognized for his ability to develop and implement institution-wide strategies that leverage emerging technologies and evidence-informed practices to enhance student success, improve educational quality, and foster a culture of continuous innovation. His work emphasizes the thoughtful integration of technology with pedagogy to create engaging, effective, efficient, and equitable learning environments.

A dedicated advocate for inclusive excellence and learner-centered education, Dr. Oliveira is known for building strategic partnerships across academic affairs, information technology, institutional research, and external organizations to address complex challenges facing higher education. During his career, he has successfully led large cross-functional teams and collaborative initiatives that expand access to high-impact educational opportunities, support faculty innovation, and prepare institutions to meet the evolving needs of contemporary learners. His leadership approach is grounded in the belief that meaningful educational transformation occurs through collaboration, shared vision, and a commitment to evidence-based decision-making.

Dr. Oliveira's scholarship and professional contributions have earned him international recognition as a leader in academic innovation and digital transformation in higher education. He has been invited to present nationally and internationally on topics including artificial intelligence in education, learning analytics, educational technology strategy, faculty development, and the future of teaching and learning. His work has influenced institutional practices and strategic planning efforts aimed at enhancing educational effectiveness and promoting student success at scale.

Before joining MSU, Dr. Oliveira served as the Assistant Vice President for the Teaching and Learning Transformation Center and Academic Technology and Innovation at the University of Maryland. In this capacity, he led comprehensive initiatives that bridged academic affairs and information technology, guiding the university's strategic vision for teaching excellence, educational innovation, and technology-enhanced learning. He directed multidisciplinary teams responsible for faculty development, academic technologies, learning analytics, and innovative educational programs designed to advance institutional priorities and improve learning outcomes.

Throughout his career, Dr. Oliveira has championed the development of collaborative learning ecosystems that empower educators and learners alike. His leadership reflects a deep commitment to advancing the mission of higher education through innovation, partnership, and a focus on creating transformative educational experiences that prepare students to thrive in an increasingly complex and rapidly changing world.
